PROBLEM TO BE SOLVED: To provide a seeing-eye plate which is inexpensive, rich in cushioning property, and for which rubber waste can be effectively used. SOLUTION: An unvulcanized rubber sheet 2 is prepared, and the rubber sheet 2 is placed in a die 1 on which recesses 4 for seeing-eye protuberances are formed, and on the sheet, a material in which an adhesive is mixed is placed, and on the top, a raw material 6a which is cut into the size of the die is placed, and they are press-molded at a temperature of 100-170 deg.C, by a pressure of 50-200 kg, and this seeing-eye plate 8 is formed. The raw material 6a includes residual rubber waste after collecting a regenerated rubber from at least one kind of rubber waste selected from a group comprising waste tires, waste rubber belts and waste rubber sheets, a gum material in which at least one kind of fiber selected from a group comprising a nylon fiber, a polyester fiber, cotton and a rayon fiber, or mixtures of them.
