PROBLEM TO BE SOLVED: To provide a board suited for mounting a semiconductor light emitting element by passive alignment method with improved controllability of the wavelength of an output light and suited for mounting an optical fiber on the semiconductor light emitting element.;SOLUTION: This board 200 has an Si substrate 12, a first dielectric layer 13 provided on the Si substrate 12, a heater 14 provided on the first dielectric layer 13, and a second SiO2 dielectric layer 15 provided on the heater 14, the opposite surface of the second dielectric layer 15 to the heater 14 is planarized to form it, and so set that the length of the second dielectric layer 15 in the length direction is less than the length of the first dielectric layer 13 in the width direction.
