PROBLEM TO BE SOLVED: To make use of dehydrated cake subjected to fill disposal through preparing a fill site so as to be suitable for vegetation. SOLUTION: This vegetation base material 12 is obtained by the following process: dehydrated cake is charged from a dehydrated cake feeder 2 into a mixer 1, and a solidifying material such as cement is charged as well from a relevant charger 3; the resulting mixture is then fed into a hopper 8 while finely granulating the mixture in the mixer 1, and the mixture thus finely granulated is fed from the hopper 8 via a conveyance line 10 into the mixer 1 again, where the mixture is finely granulated again and then mixed, via the hopper 8, with a fertilizer in a fertilizer mixer 11.
