PROBLEM TO BE SOLVED: To reduce the personnel cost as a whole while the quality of service is maintained by calculating the lack degree and the excess degree of personnel and calculating an evaluation value which changes in accordance with the number of repetition times of genetic algorithm. ;SOLUTION: The set of the initial values of solutions generated in an initial individual group generation part 2 is set to be an initial individual group (element on the service of respective personnel). An evaluation value calculation part 3 calculates the lack degree and the excess degree of the personnel, and calculates an evaluation value which changes in accordance with the number of repetition times so that the lack degree and the excess degree in the initial stage of the repetition of genetic algorithm are equally made much of and the lack degree is gradually made much of as repetition is advanced. A mutation processing part 6 executes mutation on an individual after intersection and an individual group change part 7 exchanges an individual whose evaluation value is the lowest in the individual group with the individual on which mutation is repetitively executed and whose evaluation value is higher than the individual.
