PROBLEM TO BE SOLVED: To provide a discharging device capable of extracting in a short time pharmacodynamically effective components of fresh or dry leaves of plants containing the pharmacodynamically effective components, and discharging hot water at appropriate temperature for ejecting it toward human bodies. ;SOLUTION: This device includes a hot water flow passage 5 along which a container 7 holding plants with pharmacodynamically effective components is provided, a cold water flow passage 4, a hot-and-cold-water mixing device A opened and closed for adjusting the mixing ratio of both flow passages, and a discharge port 11 provided downstream from the hot-and-cold-water mixing device A.
