PROBLEM TO BE SOLVED: To obtain a coating having an inorganic binder providing an adhesive characteristic equal to that of aluminum oxide C, by providing the inorganic binder with phosphorus having nano dimensions, and by emitting visible rays from primary phosphors, when they are excited with VUV irradiation. SOLUTION: A neon lamp 10 is composed of a tubular glass bulb 12, a first electrode 14, enclosed neon gas 22, a second electrode 24, and a fluorescent coating 26. Phosphorus having a particle size of about 10 nm-150 nm, preferably from about 75 nm-125 nm, also having adhesive characteristics similar to that of the coating including an aluminum oxide binder are used as the binder in the fluorescent coating 26. Further, absorbed VUV irradiation is converted into visible ray, and the VUV absorption and/or the amount of the binder required can be lessened. Particularly, europium activated yttrium oxide phosphorus having nano dimensions provide the adhesive characteristic matching that of aluminum oxide oxide C, to improve lamp efficiency.
