PROBLEM TO BE SOLVED: To provide an ice cream packaging material and a conical ice cream packaging member in which its seal section does not produce any interface peeling-off under a cryogenic environment. ;SOLUTION: An ice cream packaging material is made such that a laminated member is comprised of at least a polyethylene resin layer 6, a paper substrate layer 1, an aluminum foil layer 3 and a primary processed layer 4, wherein an adhesive agent reinforcing layer is formed at a region where the laminated member is adhered with hot-melt adhesive agent H. The adhesive agent reinforcing layer 7 is formed at the surface of the primary processing layer. The adhesive reinforcing layer 7 is formed at the surface of the primary processing layer. Further, the adhesive agent reinforcing layer is formed by coating ink containing rubber resin in binder. Preferably, the binder contains more than 50% of rubber resin.
