PROBLEM TO BE SOLVED: To provide a heat insulating waterproof panel capable of simply constructing a heat insulating waterproof tank having high waterproofness at a construction site.;SOLUTION: A waterproof material layer 2 is provided on a heat insulating material layer 1 in advance, and a recessed junction 3 is formed at a junction with another heat insulating waterproof panel. The recessed junction 3 is coupled with the protruded junction of an adjacent heat insulating waterproof panel. A notch 4 is formed on the upper face side of the connection portion of the heat insulating waterproof panel, and the notch 4 is connected to a heat insulating waterproof panel adjacent to this heat insulating waterproof panel to form a V-shaped joint groove 5 between it and the notch 4 of the adjacent heat insulating waterproof panel. The V-shaped joint groove 5 is formed to reach the heat insulating material layer 1 through the waterproof material layer 2 from the upper face of the waterproof material layer 2.
