PROBLEM TO BE SOLVED: To execute snow melting/ice melting at low electric power consumption by PTC function.;SOLUTION: A panel heating conductor is positioned to the inside of a plastered floor coating a substrate or the inside of a liquid-applied waterproofing membrane. A thermal insulating material can be also provided. As the panel heating conductor, a substance having a self-temperature control function (hereinafter referred to as PTC function) coated with a PTC film is used. The surface of the panel heating conductor positioned inside the plastered floor or inside the liquid-applied waterproofing membrane is coated with film primer for adhering the panel heating conductor to the contact surface or a finish coating material.;COPYRIGHT: (C)2000,JPO
