PROBLEM TO BE SOLVED: To form a variable order for constructing a two division deciding graph by sampling the partial space of a pool space expressing a function or circuit design. SOLUTION: A parameter related to the pool partial space which is to be used as a sample is decided as an estimation stage (30). The dynamic reordering of the pool partial space decided in the estimation stage is used, an initial variable order generated by a depth preferential search is generally used and a two division deciding graph is generated/constructed in a candidate order stage (50). An invalid variable order is receded as a test stage (70). The variable order given in a preceding stage is improved as a progress stage. It is realized by applying the variable order to the different sample and dynamically reordering the variable order while the two division deciding graph against the samples is constructed. A sampling estimation order expressing the best variable order based on the result of the progress stage is selected.
