PROBLEM TO BE SOLVED: To prevent the slippage between a rock wool and a polyester nonwoven fabric and also efficiently prevent the leak of an exhaust gas by adhesively fixing the butt surfaces of the polyester nonwoven fabric enclosing the rock wool, and adhering an adhesive double coated tape having a release paper adhered thereto to the butt surfaces so as to cover them. ;SOLUTION: A duct flange gasket 15 is automatically formed by supplying a tape-like polyester nonwoven fabric 5 from a polyester nonwoven fabric feeder, supplying a tape-like rock wool 9 of 4 mm thick to the center of the nonwoven fabric 5, bending both ends of the nonwoven fabric 5 along the outside surface of the rock wool 9 to enclose the rock wool 9 in the state both the ends are in the butt state, and adhering an adhesive double coated tape 13 having a release paper 12 adhered thereto so as to cover the butt surfaces of the nonwoven fabric 4 enclosing the rock wool 9.
