PROBLEM TO BE SOLVED: To provide a heat storage system and a heat storage tank effectively useable for heat storage and heat dissipation in the heat storage tank. SOLUTION: In a heat storage system wherein there is used as a heat storage member slurry 11 comprising a liquid and fine capsules in each of which capsules a core material with a phase change is encapsulated, there are provided a heat storage tank 1 for storing the slurry 11, a circulation circuit for circulating the slurry 11 in the heat storage tank 1, and a heat exchanger for heat exchange between the slurry 11 and a heat utilization medium. There are further provided in the heat storage tank 1 a plurality of holes disposed substantially in an annular shape so as to face a top plate 21 of the heat storage tank 1 and a floor plate 22, and through these holes, there are provided at least a set of inflow/outflow units 23, 24 for flowing the slurry out of or into the heat storage tank 1.
