PROBLEM TO BE SOLVED: To provide a special mixer having functions of kneading/mixing, mixing and sifting a sticking material such as wet soil such as the soil generated in construction or other water-containing material and to perform soil reforming by efficiently crushing and kneading to mix the soil by the soil reforming device with a special mixer in the special mixer and the soil reforming device provided with the special mixer.;SOLUTION: This special mixer SM is constituted so that a mixing machine part 86 for mixing a reformed material from a kneading/mixing machine part 2 and a rotary sifting machine part 90 is rotatably connected to a discharge end part of the kneading/mixing machine part 2 and the driving force of the kneading/mixing machine part 2 is transmitted to the mixing machine part 86 and the rotary sifting machine part 90 through a driving shaft 16 and a driving force delivery means PDM.
