PROBLEM TO BE SOLVED: To prevent the foaming and degradation in external appearance in a molding step by mixing a component prepared by compounding a compound formed by the graft polymerization of a silane coupling agent onto an olefin resin with a metal hydroxide with a component prepared by compounding an olefin resin with a crosslinker and a crosslinking catalyst, and then thermally crosslinking and molding the resultant mixture. SOLUTION: A composition which is prepared by thermally mixing 100 pts.wt. polyolefin elastomer with 1-3 pts.wt. silane coupling agent and 0.025-0.063 pts.wt. crosslinker to cause the coupling agent to be graft-polymerized onto the elastomer is mixed and kneaded with 100 pts.wt. metal hydroxide on a mixing roll and then pelletized, thus giving a nonhalogen flame-retardant graftmer (A). Graftmer A is mixed and kneaded with a catalyst masterbatch (B) prepared by impregnating 100 pts.wt. polyolefin elastomer with 1.0-3.12 pts.wt. crosslinker and 7.14-31.3 pts.wt. crosslinking catalyst, and the resultant mixture is thermally crosslinked and molded. The compounding ratio by wt. of A/B is preferably (100/4)-(100/7).
