PROBLEM TO BE SOLVED: To save labor for a assembling work at site by modularizing respective parts so as to assemble panels, battens, and the like to be these constituting parts in a screw fastening or a snap-in system, when outer construction such as gate pillars or a fence is constructed by the use of synthetic resin material of light weight and excellent formability. ;SOLUTION: Metallic pillars 4, 4,... are standingly provided on foundation blocks b1, b2, b3, and battens 5 are fitted to the pillars to form panel fitting grooves 51c, 52c,.... By dropping the panel fitting parts 6h of panels 6 in order in the grooves 51c, 52c,..., wall parts of a gate pillar or a fence are formed.
