PROBLEM TO BE SOLVED: To simplify the operation for decomposing noxious substance being performed later by incinerating refuse at a specified temperature or above such that the content of unburnt carbon in the ash will be lower than a specified level and supplying CaCO3.;SOLUTION: In a fluidized layer type incinerator 1, refuse 4 is incinerated at 850°C or above and CaCO3 exhibiting reforming action of ash effectively at 850°C or above is preferably employed as alkaline being supplied into such a high temperature fluidized layer type incinerator 1. Since a fluidized layer is formed, the refuse 4 can be incinerated at a uniform temperature while keeping a long standing time of the refuse 4. Consequently, decomposition of dioxins and other noxious substances is accelerated stably and dioxin generating potential of produced ash 11, 13 is suppressed.
