PROBLEM TO BE SOLVED: To automatically select an estimation chart being the reference of estimation, and to automatically estimate a loss of income and consolation money according to the selected estimation chart and the situation of a victim.;SOLUTION: When data for specifying an individual are inputted from an inputting device 1, an estimating means 23 checks an estimated result storing part 33, and when a corresponding estimated result (including ground data) is stored, it is displayed on a display device 4, and otherwise, a reference estimation chart corresponding to the inputted individual information is retrieved from a reference estimating chart storing part 32, and displayed on the display device 4. When an estimator corrects the displayed data by operating the inputting device 1, the estimating means 23 obtains the reference estimation chart corresponding to the corrected data, and estimates a loss of income and consultation money according to the obtained reference estimation chart.
