PROBLEM TO BE SOLVED: To prevent unauthorized use of electronic money when a portable terminal having an electronic money function is lost and easily perform restitution when the portable terminal is found.;SOLUTION: When a portable terminal is lost, a loss lock request is issued by access to an electronic money server from a second terminal. The electronic money server turns on a loss lock flag corresponding to an electronic money ID and issues an instruction to turn on a negative flag to an electronic money function unit 12 at the time point when the portable terminal accesses the server. The electronic money function unit 12 is locked when the negative flag is turned on and thus settlement and charge become impossible. When the lost portable terminal is found, a restoration request is issued by access to the electronic money server from the second terminal, an instruction to turn off the negative flag is issued by the electronic money server in response to access from the portable terminal, and the negative flag is turned off by the electronic money function part 12.
