PROBLEM TO BE SOLVED: To prevent dew condensation and deposition of oil on a superhighway, house, and concrete face and to provide the antifrosting agent of a building material, the light-resistant agent of cosmetics and paper, the dustproof coat of spectacles, glass and ceramic work, a dioxin decomposing catalyst and a water sterilizing and purifying article. ;SOLUTION: Metallic titanium, zirconium and hafnium and their machinings are heated and oxidized in an electric furnace or a roasting furnace in the oxygen gas atmosphere to form high-purity rutile titanium oxide, hard zirconium and hafnium oxide. The red-heated oxides are introduced into water or cooled ethylene glycol or other org. solvents, quenched, crushed and dispersed. The liq. dispersion or separated fine powder is added to an ethylene glycol titanium ester consisting of liq. separately obtained by blowing titanium tetrachloride, zirconium and hafnium into liq. ethylene glycol and mixed. Ammonia gas is blown into the admixture which is neutralized, the by-product salt is separated by filtration, and the obtained material is sprayed on a body and baked.;COPYRIGHT: (C)2000,JPO
