PROBLEM TO BE SOLVED: To realize efficient transmission of power that allows the stratosphere airship dwelled in the soft spot of the stratosphere for emergency power supply to such area as outlier, disaster area, and accidental area to dwell by itself and perform its primary functions.;SOLUTION: A mooring airship 2 dwelling in the soft spot of the stratosphere is moored at a mooring base 1 on the ground using a bridle 3 such that energy transmission between the mooring base 1 and the airship 2 is performed using laser through optical fiber along the bridle 3. As a result, the airship 2 is provided with power for allowing itself to dwell through photoelectric conversion to supply the transmitted power to the second airship 12 that dwells in the stratosphere or in the vicinity thereof through air radio transmission using high output laser L.;COPYRIGHT: (C)2000,JPO
