PROBLEM TO BE SOLVED: To strongly reinforce an existing concrete by fixing cement mortar composite plates incorporating carbon fiber sheets on a concrete surface at a gap and injecting mortar into the gap. ;SOLUTION: Cement mortar composite plates 1, 1 incorporating carbon fiber sheets 3, 3 are fixed on the surface of a reinforcing concrete structure 10 at a small gap 13, and mortar 14 is injected into the gap 13 to be integrated.
