PROBLEM TO BE SOLVED: To obtain the subject composition having remarkably improved characteristics such as the softness and feeling of the hair by combining an anionic polymer with a graft silicone polymer at a specific weight ratio. SOLUTION: A cosmetically allowable medium is incorporated with (A) at least one kind of graft silicone polymer having a polysiloxane skeleton grafted with a non-silicone organic monomer and (B) at least one kind of an anionic polymer at a B/A weight ratio of 0.25-15. The component A is selected from polymers containing a unit of formula [G1 is H, a 1-10C alkyl or the like; G2 is a 1-10C alkylene; G3 is a polymer produced by the homopolymerization of a carboxylic acid-type monomer having an unsaturated ethylene group; G4 is a polymer produced by the homopolymerization of an isobutyl or methyl (meth)acrylate-type monomer; (m) and (n) are each 0 or 1; (a) is 0-50; (b) is 10-350; (c) is 0-50] in the structure.
