PROBLEM TO BE SOLVED: To obtain a cow mat to be used by laying a mat on the tie stalls of a low barn and a chip packing device for the cow mat for producing the cow mat by packing elastic chips into a packing bag. SOLUTION: The packing bag is formed of water permeable sheet materials to a flat shape. The inside of the packing bag is delineated to plural subdividing parts 3, 3... and the front end side openings of the respective subdividing parts 3 are formed as chip packing parts. The numerous elastic chips are packed in the respective subdividing parts 3 and the movement of the elastic chips is restricted. The elastic chips consists of rubber chips formed to a granular form by crushing waste tires. The chip packing ports of the respective subdividing parts 3 where the elastic chips are packed are integrally sealed by stitching parts 5. Since the chips having high elasticity do not move, the exertion of burden on cattle feet does not arise. The mat has a heat insulating property and since the surface of the mat is always in a dry state, the mat is hygienic and is capable of preventing the cattle from suffering from mastitis, etc.
