A water-in-oil emulsion has greater than 70% by volume internal aqueous phase and an external oil phase comprising a vinyl monomer and emulsion stabilising surfactant capable of binding to the monomer. Also claimed are (1) an open cell porous polymer containing chemically bound surfactant and capable of absorbing up to 70-99% of its own volume of a liquid; and (2) a process for making the same with chemically binding surfactant.
