Process for preparing an open-graded asphalt composition comprising adding a hard binder component having a penetration of less than 50dmm to a mixture of non-emulsified soft binder component having a viscosity of less than 300mPa.s (at 100oC) and aggregate at a temperature of less than 140oC. The invention prepares asphalt compositions which can be handled at lower temperatures than most which create potential health, safety and environmental hazards.
