The invention relates to a plastic composite pipe with a wire-mesh as its skeleton, the method and device of making the same. The said method includes the following steps: winding two groups of wire respectively at left and right spiral angles and alternately one over the other to form a tubular wire-mesh; filling the two sides and the grid of tubular wire-mesh evenly with melted plastic, then cooling them.
