PURPOSE: ATM switch includes a frame relay proxy signaling agent which makes a frame end user achieve a communication via a network. CONSTITUTION: Apparatus performs a data moving between the first node and the second node for transmitting/receiving a data frame of a frame relay, and is used for ATM network. The first node is connected to ATM access device not providing a SVC connection application function to the first node. The apparatus provides SVC connection function between the first node and the second node. The apparatus includes a connection controller for achieving a fixing connection between a selected middle node of the ATM network and the ATM access device, and a frame relay proxy controller. The frame relay proxy controller is displaced in the selected center node, performs a communication through the fixing connection made by the connection controller, receives SVC signal information from the first node via the fixing connection, and achieves a connection between the second node and SVC connection. Thereby, the apparatus does not directly connect either frame relay device between two frame relay devices to an apparatus facilitating a dynamic connection between the two frame relay devices, the first relay device makes a communication between itself and the second frame relay device possible, thereby supporting a frame switching function and a signaling function.
