PURPOSE: An apparatus and a method of image compression encoding and decoding using an adaptive conversion method are provided to increase the efficiency of a compression encoding. CONSTITUTION: An apparatus uses an adaptive conversion method encoding and decoding after selecting a conversion direction sequency according to the characteristics of an input image signal block in case of outputting different conversion coefficients according to the conversion direction sequency of the input image signal block in an image compression encoding and decoding. By a method for image compression encoding and decoding using an adaptive conversion method, it is judged whether signals in an encoded block or in a block to encode at present has a high correlation with a vertical direction or with a horizontal direction, using information of the block. And then, the method performs orthogonal conversion is preformed in a direction having a lower correlation after performing orthogonal conversion in a direction having a higher correlation. Inverse orthogonal conversion is performed in the opposite direction to the above orthogonal conversion direction.
