PURPOSE: A method is provided to drain condensate water by cooling and condensing the air of high temperature and humidity generated from a treating chamber when fermenting and drying organic waste materials. CONSTITUTION: Organic waste materials are stirred and raised in temperature to be fermented by driving a motor(74) and a mixer(76) while the materials are heated by a heating unit(72) in a fermenting/drying apparatus(70). The indoor air of high temperature and humidity from the fermented waste materials is transferred to a cooling/condensing chamber(3) through an air inlet hole(12) by starting a ventilating fan(2). Then, the air in the cooling/condensing chamber exchanges heat through a heat exchanger(5) and several heat exchanger units(50). Also, the air is changed in a condensate form through the cooling and condensing process so the air changed in a low temperature and humidity form as to be fed to a fermenting/drying chamber(1) through an air outlet hole(22) again.
