PURPOSE: A producing method of lowest phosphor steel is provided to produce molten metal containing less than 0.015wt% of phosphor by making phosphor compound in chemically unstable slag existing stably even at high temperature via thorough slag calcination from the first stage of melting to the final stage of melting. CONSTITUTION: 8-15kg of calcined dolomite to 1 ton of the entire charge amount which is 25-35% of total slag is input. A furnace body is rotated three or four times and the slag is coated on the wall of the furnace. 8-15kg of quick lime is input and scrap iron and phosphor removed hot metal are charged in the furnace. Pure oxygen is input and melting is performed. On igniting the oxygen, 3-10kg of respective quick lime and sintered ore are input. At 30-70% of melting stage, 1-3kg of respective quick lime and calcined dolomite are input dividedly to 1 ton of total charge amount. The sintered ore is charged with an allowable amount of heat resource. At 80-85% of melting stage, more than one sort of quick lime, calcined dolomite and sintered ore are input 1-3kg respectively.
