PURPOSE: An internet information circulating system is provided to diffuse the participation of uses skilled to a conventional messenger by making an information circulation system recognized as a system which is compatible with an instant messenger system. CONSTITUTION: In an internet information circulating system, if a specification of a service to be provided at a service notice board is inputted(1), a web server confirms essential items of the specification(2). A service opening is requested to a service manager(3). The service manager generates a record to a new service at a service database(4), and a web server discloses the record at the service notice board(5). The service manager indicates a software module which manages the service database.
