PURPOSE: A call connection method for a low orbit satellite communication system having a multiple spot beam is provided for decreasing a handoff generation ration between satellites and a handoff generation ratio between spot beams by setting a call based on a staying time in a satellite of a terminal and a staying time in a spot beam. CONSTITUTION: A terminal checks whether the current call is being proceeded(S701). If there is a call which is currently being proceeded, the routine is proceeded to (S702) for thereby checking whether a handoff is generated. In the case of that the handoff occurs, A signal intensity of a pilot signal of all connectable spot beams is measured(S703). A class information of all spot beams is received(S704). It is judged whether there is a spot beam having a value larger than a threshold class value which ensures a proper staying time in the satellite among class information of each spot beam(S708).
