The present invention relates to a plasma display panel (PDP) protective film and a method of manufacturing the same, wherein the first protective film is formed on the dielectric film of the PDP top plate, and the second protective film having lower ionization energy than the first protective film is formed on the first protective film. By doping a material having a lower ionization energy than the first passivation layer in the first passivation layer, the power consumption of the PDI is lowered, the luminous efficiency and luminance are increased, and the performance of the passivation layer is improved to improve the lifetime and productivity of the PDI.
