The rubber base (1) is shaped as a trough dimensioned to cover the lower half of a concrete sleeper (2) of basically rectangular configuration. Each of the longer side edges (5) of the open face of the trough has at least two straps (6,7) arranged in facing pairs on the opposite edges of the trough. Each corresponding pair of straps is fitted with a rapid connecting device (8,9) at its free end, such that the straps may be connected to each other to form a loop surrounding the upper part of the sleeper body. The straps may be formed as integral portions of the trough walls, and include a triangular base portion (10) adjacent to the trough and a thin strap body (10) of rounded cross-section.
