Water-in-oil emulsions containing (a) at least 75 wt. % water and optionally water-soluble substances in addition to a maximum of 20 % lipids, emulsifying agents and lipophilic constituents in relation to the overall weight of the preparations, (b) comprising a lipid phase whose overall polarity is located between 20 -30 mN/m, (c) containing at least one surface-active substance selected from the group of substances of general formula (I) and e) also containing at least one cationic polymer.
