The cathode includes a first layer which has a hydrogen containing palladium metal or palladium alloy which is at least deposited on the reaction chamber side of the membrane, and a second layer is a porous catalyst layer which is deposited on the first layer and consists of a platinum black or platinum gold. In the cathode, an electrolysis cell is divided by the cathode into two chambers which consists of a reaction chamber and an electrolysis chamber. The cell is suitable for reduction or hydration of reactant in the reaction chamber. The cathode has an ion exchange membrane or a porous membrane, a first layer and a second layer.
