The shaft cutter has a stock removal groove (13) formed in the outer circumference of the cylindrical tool body (11) and turned about an axial line with the cutting edge which is turned about the axial line formed in an outside edge section of a groove wall face (14) defined as a chipping surface. The base surface (19) of the stock removal groove next to the chipping face (14) has a straight line section which contained in an area within a width which is 0.1 times the cutter radius R which extends from the axial line to the cutting edge, has a length equal to or greater than 0.7R.
