PROBLEM TO BE SOLVED: To obtain a composition capable of realizing a roadbed surface layer excellent in execution workability, free from the generation of crack, the lowering of hardness after solidification and the ununiformity of hue, excellent in water resistance and strength and having adequate water permeability by blending a particle adjusting aggregate and an admixture to a cement based solidifying agent. SOLUTION: In this composition, 500-1000 pts.wt. particle adjusting agent and 0.1-5 pts.wt. admixture to 100 pts.wt. cement based solidifying agent are incorporated. By using the cement based solidifying agent in this way, the roadbed surface layer excellent in strength and water resistance is realized. And by using the quantity of the particle adjusting aggregate in the aforesaid range, crack preventing effect is increased, the ununiformity of solidification is prevented and uniform strength is kept. The roadbed surface layer material is constituted so as to add and mix 25-100 pts.wt. water to 100 pts.wt. cement based solidifying agent and as a result, by placing after adding 25-100 pts.wt. water and uniformly mixing in a factory or the like, the generation of dust is eliminated.
