PURPOSE: To suppress the generation of hydrogen by the reaction of an amphoteric metal and a solidifying agent and dispense with fractional process or pre- process by forming a protective film on the surface of the amphoteric metal contained in wastes, and/or accelerating the hydration of the solidifying agent. ;CONSTITUTION: Burned ash is put into a solidification container 1 such as a drum can, and a cement hydraulic solidifying agent is put into a kneading machine 2 from a solidifying agent storage tank 3 via a quantitative feeder 4. Kneading water is filled from a water tank 5 via a solenoid valve 6. A protective film forming chemical such as inorganic phosphoric acid is fed from a protective film forming chemical tank 7 via a quantitative feeder 8, and the stirring blade 10 of the kneading machine 2 is rotated. The prepared paste is filled into the solidification container 1 via a shutter 9, the stirring blade 10 is inserted and stirred, then the stirring blade 10 is extracted, an upper cover is fixed, and a solidified body is completed.
