PROBLEM TO BE SOLVED: To determine a slot order of a scheduling template of a communication signal in a communication network. ;SOLUTION: The slot order of the scheduling template is determined by first allocating at least two initial slot positions to a specified signal class and then, systematic measurement degree of a candidate template is determined based on the lower limit of the systematic measurement degree of the allocated slot position and the remaining slot positions which are not allocated by this device. A part, not all of the slot positions or slot allocation is virtually allocated to various different signal classes without restricting to a single signal class by the lower limit of the systematic measurement degree of the slots which are not allocated. Then, the lower limit of the systematic measurement degree of the candidate template is compared with a threshold systematic measurement degree. When the threshold systematic measurement degree is lower than the determined lower limit of the candidate template, these processings of the template is omitted and the other slot allocation is compared with a reference template.;COPYRIGHT: (C)1998,JPO
