PROBLEM TO BE SOLVED: To feed the reformed gas with a stable composition from an engine start.;SOLUTION: An electric heater 2 formed with a metal honeycomb is installed in a easing 7, the upstream side of the fuel flow direction in the metal honeycomb is used as a fuel evaporation part 2A, the downstream side is used as a fuel reform part 2B by directly thermal spraying a reforming catalyst to the fuel, and the fuel, water and air are fed from a three-fluid injection valve 9. A heat exchanger 5 heating the fuel, water and air is installed on the outer periphery of the electric heater 2, and its outer periphery is covered with a heat insulating material 6.
