PROBLEM TO BE SOLVED: To provide revetment technique for purifying water, in which sticking capacity of microbes onto a water-purifying mortar layer is improved while the decomposition capacity of organic matter by microbes can be enhanced in revetment technique for purifying water in which the water-purifying mortar layer formed of charcoal-loaded mortar is used. SOLUTION: Water-purifying mortar layers 10 formed of charcoal-loaded mortar in which charcoal or the like is mixed with mortar are formed on the surfaces of main-body blocks (space-detecting blocks 11 and concrete panels) by integral molding in the revetment block for purifying water. A large number of projecting sections 12 are projected from the surfaces of the water-purifying mortar layers by integral molding, and constricted sections 13 are formed at the root-side sections of the projecting sections.
