PROBLEM TO BE SOLVED: To determine the same feature block at an arbitrary level from moving image data and to extract a feature picture optimal for the characteristics of the same feature block.;SOLUTION: The pictures of moving image data are extracted from a moving image memory 104 one by one and a change degree value D between a feature vector IV thereof and a feature vector RV of a reference picture is compared with a scheduled threshold TK0 by a feature block determining part 102. When this change degree value D is greater than the threshold TK0, the feature block determining part 102 finishes the same feature block, updates the reference vector and repeats similar processing until all pictures in the shot are inputted. Afterwards, a number NK0 of the same feature blocks is inputted to a threshold determining part 22. In the threshold determining part 22, while using the number NK0 of the same feature blocks in one shot and the function characteristics of the same feature block from a target number NKT of the same feature blocks, a threshold TKT for providing the target number NKT of the same feature blocks is determined and set to the feature block determining part 102.
