PROBLEM TO BE SOLVED: To prevent a foreign matter produced by welding from being mixed in developer by thermally welding the coupling of a stirring shaft and a presser member for fixing an elastic sheet member by high frequency oscillation such as ultrasonic wave and further covering the welded part. ;SOLUTION: When the projected part 16a of the presser member 16 is inserted through the hole 8a of the elastic sheet member 8 and fit in the recessed part 7a of the stirring shaft 7, the hole 8a of the member 8 is fit and locked to the projected part 16a of the member 16, so that the member 8 is positioned, and further the edge part 8b of the hole 8a of the member 8 is made to abut and held between the edge part 7b of the recessed part 7a of the shaft 7 and the flange part 16b on the periphery of the projected part 16a of the member 16, so that the member 8 is supported. The edge part 16a1 of the projected part 16a of the member 16 is thermally welded and coupled with the low part of the recessed part 7a of the shaft 7 by the high frequency oscillation such as ultrasonic wave, and the shaft 7, the member 8 and the member 16 are integrally fixed.
