PROBLEM TO BE SOLVED: To eliminate the need for paper-treating action in use so as to prevent toilet paper from being used by an amount more than necessary and to provide toilet paper which even handicapped people can use easily. ;SOLUTION: Paper is previously cut into a fixed length and rolled. In this case, the paper is rolled in such a manner that the part of the paper already rolled is on the outside while the part of the paper to be newly rolled is on the inside, with an overlap of about 2 cm therebetween. This structure eliminates the need for cutting the paper during use. The length of the paper is fixed to reduce the amount by which extra paper is used.;COPYRIGHT: (C)2001,JPO
