PROBLEM TO BE SOLVED: To make monitorable the change of a brain wave waveform by extracting a resting brain wave prior to an activation and a fixed frequency band component of a brain wave after the activation then displaying or recording a changing value of an activation index of which an up-rate to a standard value of power is calculated from an activation time to after the activation time temporally. ;SOLUTION: A resting brain wave for each parts is measured by arranging an electrode group on a subject's head part (ST1). Then, a power value is calculated by analyzing the frequency of the undulate with frequency (ST2). The power value is memorized as a standard (ST3) then hyperpnea activation is started (ST4). Induced potential for an activating brain wave waveform is taken in (ST5). A frequency for a band component within a frequency range which can be watched buildup is analyzed (ST6). A relative value is calculated based on a power of a standard value (ST7). An up rate to the standard value is calculated as an activation index (ST8).
