PROBLEM TO BE SOLVED: To simplify a mounting structure of a cut off wall to prevent a bleeding channel from arising around a gutter pipe.;SOLUTION: A flange 12 is fixed to the outer periphery of a gutter pipe 3 embedded in the ground. A cut off wall 23 serving as a baffle plate against a bleeding channel 5 which is suspectedly formed along the gutter pipe 3 is provided at the periphery of the gutter pipe 3 in the vicinity of the flange 12.
