PROBLEM TO BE SOLVED: To provide a binder capable of giving cast-in-place porous concrete which has a compression strength of =18 N/mm2 and a large open-void rate and is used for greening, and to provide cast-in-place porous concrete which uses the binder and is used for greening. SOLUTION: This binder for the porous concrete for greening, at least containing a cement, pozzolanic fine powder, fine aggregates having particle diameters of =2 mm, a water-reducing agent and water. The binder preferably further contains metal fibers and/or organic fibers, quartz powder having an average particle diameter of 3 to 20 m, and fibrous particles or flaky particles having an average particle size of =1 mm. This cast-in-place porous concrete for greening, produced by kneading coarse aggregates with the binder for the porous concrete for greening in a volume ratio of 0.15 to 0.7 to the volume of the coarse aggregates and then laying the kneaded product.
