PROBLEM TO BE SOLVED: To provide an apparatus and method of improving germination rate of seeds by treating the seeds of plant for example at a normal temperature, normal pressure. SOLUTION: This method uses an apparatus for improving germination rate of seeds provided with a power source generating a high-voltage, an electrode for discharging side to apply the generated high-voltage and an earth side electrode, and intervening the seeds between the electrodes of the apparatus and generating a pulse streamer discharge between the electrodes. The seeds are set to germinate under a germination condition after treating the seeds by intervening the seeds between the electrodes and generating the pulse streamer discharge in a predetermined time.
