PROBLEM TO BE SOLVED: To obtain a base material appropriate for a civil work on a slope or the like, which is excellent in the workability in the execution and also excellent in water-retaining, air-permeable and nutriment-retaining properties. SOLUTION: A non-fibrous material of coconut shell, a fertilizer, and seeds are mixed together and formed with pressure to make a desired shape 1 and further, this material is stuffed into a biodegradable bag 2 like a hemp bag to obtain a plant-raising base material 4. The non-fibrous material of coconut shell as a base material absorbs water and swells in this plant-raising base material 4 and hence, it is excellent in water-retaining, air-permeable, and nutriment-retaining properties. Since the material is slow in the biodegradability, the plant is protected from wind, rain, and a low temperature until the seeds germinate and grow.
